Hi Bill,
Try this:

1) From Finder, goto Apple Menu -> System Preferences -> Network.
2) Select your Dial-up location and show Internal Modem
3) Fill in the telephone number (with the 9 prefix in front) under the
Alternate Number field.
4) Click Apply Now.

When you connect,
Use the Alternate Number to dial out. If you are still not sure, use the
Internet Connect application under Applications. Choose the appropriate
number.

Would someone help..

I'm on Jury duty. The courthouse has desks for laptop users. There has
to be a better way to spend my day than just sitting there. I could be
online. They said, I need to set my modem to "dial 9" first to place a
local call. I'm using Jaguar and can't figure out how to make the modem
dial 9 before dialing a local modem access phone number.
