Did you make sure that Windows sharing is turned on in the Sharing preference pane? Also, on a Windows machine, you have to look up in the Network Neighborhood for a workgroup named 'Workgroup'. I believe that this is a missing feature in the Windows sharing: you can't name the workgroup that your Mac will broadcast itself on the Windows network.
