ThemePark helps keep the process clean with an intuitive editing interface that uses a plain-language hierarchy of every theme element. You can create new themes or modify existing ones (or even modify individual applications)--just draw buttons, title bars, and other widgets in any graphics editor, then paste them into ThemePark. The app also lets you work in multiple windows, preview live as you go, and track which aspects of a theme you've already tinkered with.
