CFGOpenTpt isn't a file itself - it's a resource in one of the Open Transport 
extensions in System Folder:Extensions:

you can muck around with a system disk and a copy of TomeViewer - but the easiest way 
to make sure you get this right is to just reinstall Open Transport from the Customize 
Installation option on your OS 9 CD. i might even suggest uninstalling OT first, then 
reinstalling.
