Have you tried resetting the PRAM? Resetting the Wallstreet itself? I can't imagine that you can't boot in 9. Have you been able before to boot from the same OS 9 install CD you're trying? Maybe something is corrupted in your OS 9 partition, on your hard drive, so that might explain why it does the little flashing after starting.
