You *can* watch DVDs on Lombard using Apple's DVD Player in Mac OS 8-9.

You *cannot* watch DVDs on Lombard using Apple's DVD Player in OS X.
The OS X installer does not install DVD Player on Lombard machines.  And
even if you manually extracted it from the OS X CD-ROM, it won't launch
on Lombard.

You *can* watch DVDs on Lombard using VLC in OS X.  But VLC is a pure
software-only player, so the quality is pretty unbearable (maybe 2 fps).
