I can play them on my Lombard (400 MHz OS 9.2.2 ) with Apple Video Player (version 1.7.3) but Quicktime (version 5.0.2) and Apple DVD player (version 1.3) don't seem to see them.

You should be able to open the .DAT file directly with QuickTime player. CPB MPEG-1s at VCD resolutions should be playable on all of the systems you mention; they are close to 100% framerate even on an old 100MHz PPC603e.
