Had a similar problem that I fixed on 10.2.8 by going into "Directory Access" in the Utilities folder and turning off networking protocols that I wasn't using (NetInfo for one). Rebooted and the problem was gone. I think another poster on this list made that suggestion (If I recall, it was Bruce).

Wallstreet 10.2.8 ADSL TCP/IP pppoe IP privided by PPP server. no network, single computer connected to an adsl modem.
