Is the clamshell iBook worth upgrading to 450MHz when that technology is available?

Since the processor is soldered on, I don't see the technology becoming available. The Pismo is the last model with a removeable processor card. You may be able to swap out the motherboard from a 466 clamshell model (depending on which revision you have), but getting into the iBooks is difficult at best. Plus you might have to modify the case for the extra firewire port.
