If you have a brand new PowerBook G4, with OS 10.3.5 installed, then it
features the new Setup Assistant that will copy everything from your old Mac
to your new Mac (if it has FireWire and supports Target-Disk-Mode).

Check it out:

It's not just on new Macs either. It's included with the retail upgrade of
Panther (v10.3.5 so check the bottom of the retail box for the latest). I
just did a clean install of Panther on an older PowerMac G4 tower and after
the install Setup Assistant launched. I didn't actually use it since I
wasn't transferring anything. However I've heard from a couple people that
it works very nicely. It does, however, take a while. One person's transfer
(iMac G4 to iMac G5) took 2 hours, while another took nearly 8 hours (not
sure of configuration but she's a power user with tons of stuff on her
drive).

Both of them encountered only one problem. They each had to install Stuffit
Deluxe again.
