Sound like you may need to reinstall the OS actually. But try first with
another user and see if the problem goes away. If they do, run
"Prefscheck" on your problem users prefs folder to find the culprits. If
none found, remove the preferences folder and try to log in. A new folder
will be made to which you can copy back a few pref files, log out and
back until you find the bad file(s).
