PhotoShop. However, don't try it. I've tried it myself and when I select
PhotoShop, I get a little dialog that says "You cannot add keyboard
shortcuts for the application PhotoShop." I have no idea why is this. I get
the same message if I try to add a shortcut to ImageReady. I tried adding
shortcuts to other applications and I didn't get that message yet. Only
Adobe applications!

have you tried to go to Photoshop>Preferences>General>'Use System Shortcut keys'?
