You may want to try opening Disk Utility in OSX and asking it to repair permissions in OS9. You can find the command in the File menu.

What does importation of a Word 2001 file on a PC have to do with OS X file permissions?

I'm running Word 2001 on my Wallstreet (sys 9.1). When I send Word
attachments to non-Mac users (yeah, dark-siders), most of the time they

through, open simply by the other end clicking on the attachment. But
mostly, they can't

Make sure you're actually saving the file in a format the PC user can read. This varies depending on the version of Word they have.

Make sure the files have appropriate extensions on them.

Make sure you're emailing them using MIME (AppleDouble) encoding. And of course, make sure their email client can read MIME encoded attachments properly... :\
