Yes, the LEDs should come on when it's charging. Initially, the first LED,
but as the charge increases, the other LEDs should also come on until the 4
LEDs are on. Then, when the PMU senses that the battery is fully charged,
the LEDs will turn off.

BTW, you want to find another Wallstreet as your battery won't physically
fit in a Lombard or a Pismo...
