Yes there is, a command line program, built into the OS that allegedly reports it, and I can't for the life of me remember it now. However, AFAIK, neither the G4 or G3 do processor stepping down on battery power, the way Intel CPU's do.
You could run a cpu intensive benchmark and see if it runs faster on line power.
