OSX seems better; at least when my KB vanishes, I unplug, one-potato, two-potato, restore, and it rediscovers.
It is with OS X.3
I haven't tried unpluggung, but I don't think unplugging something regularly for the sake of resetting something does a lot for the lifespan of the plug/port...
