I'm running Panther 10.3.9 and can't do this.
Perhaps you have a third party app going?
When you say mouse-click is that a single-click (left-click)?
Do you mean the Address panel (not AddressBook.app)? A whole different
animal. I see buttons for "To" and "CC" but not "BCC".
***After a little trial - I think I understand what you are doing:
setting your cursor in a field (To, CC, BCC). Opening the Address panel
(NOT AddressBook), via Window-> Address panel or via the icon in the
Mail.app Toolbar. Double-clicking on a name in the list and it appears
in the field selected.
Tiger is running on an external, so don't have time to try before
sending this out.

But, in Panther I could place my cursor into the Bcc panel and do a
mouse click. Then I could open my address book and mouse click on a
name and that name would appear in the bcc panel. Simple. I could
select one name or several and they would all zip right into the bcc
panel.
