MacStubler is just a sniffer. A beefier version of the Airport menu. IIRC, it has the ability to "tag" APs you find, but not an official listing.

JiWire is a database of wireless hotspots. I think JiWire's db is populated by the AP's owners, not by user submissions. Think of it as a phonebook for APs.

I can't help with not seeing the value of a slim widget to replace a full app. I dig 'em.
