Tiger simply doesn't support AFP/AT, so you'll never be able to connect from the Pismo to the LC using it.

Connecting from the LC to the Pismo will never be wholly reliable because AFP/IP in Tiger is twitchy when talking to OS 8/9 machines.

The easiest thing to do might be to try FTP. Tiger has a built-in ftp server. And on the LC, you can run NetPresenz.
