I had the same problem with my Beige G3 233 which has an IDE CD rom.
I tried all the usual suggested things of zapping the pram, taking
out the battery and resetting the motherboard. Some talked about the
system but it shouldn't have anything to do with the System. The CD
boots independent of any System. In fact, the CD will boot without a
Hard drive attached. I couldn't boot 8.1, 8.6 9 or even 9.1. But what
finally worked was I switched the IDE cables around; i.e., HD where
the CD drive was, and vice versa. Not sure why it worked but it
worked. Maybe the computer gets lost or confused, just like scsi
does? But in this case, unlike scsi, just disconnecting the IDE
cables and reattaching them to same drive did not work for me. They
had to be switched.
