The third bullet point is where the problem arises. Steve is appending political commentary to his messages, not a signature block. By definition, a signature block includes the sender's name -- his footer does not. Should he put his name above his Jefferson quote, we would have no objections to it as a legitimate signature block that adheres to list rules.
