This could be straying too far off topic, I dunno, but as it is likely 
all of us make at least one purchase out-of-state in a year -- esp. in 
relation to upgrading our Gs -- this seems at least tangentially 
relevant. :)

As far as use tax, the rule is more than "most" even -- all states that 
have a "sales" tax for purchases made in-state also have an 
equivalent-rate "use" tax that, by law, needs to be paid annually (as 
you pointed out).

At least one state (North Carolina) now requires the "use tax" to be 
filed with your state income taxes, which means that if you fail to pay, 
you can now be charged with tax evasion in that state.
