new mills use less energy, not more. there haven't actually been any major power shortages in most places (other than those that were clearly "manufactured" for political reasons). in wyoming there's a huge excess (we export it via the grid all over the place, even though much of it is lost in the process), and i'm very sure the state would more than welcome a steel mill, or for that matter more power plants, after all we have little problem with refineries (although i'm glad most of them in casper closed down) or mining or any other "dirty" industry. true, newer plants may use more electricity and less coal, but i don't think that's the problem, it certainly wasn't in the 80's when they should have started building new plants, or in the 90's when they still had time to catch up. very few areas have had problems with building more plants, other than nuclear plants which have after all proven to be the most expensive way possible to generate power, even with the various subsidies. i'd expect any area with plenty of old steel mills would be happy to allow more power plants and new still mills to keep the jobs, especially considering they'd be ahead on pollution with the newer plants. you don't see the aluminum mills screaming about foreign competition, and they use massive amounts of electricity, it's the main expense in producing aluminum, which is essentially electroplated out of the molten ore, that's also why it makes so much more sense to recycle aluminum than steel, you don't save allot of energy recycling steel, you do with aluminum since you mostly just have to remelt it and recast it.
