Because OS 9 (which is really still system 7 with lotsa stuff tacked onto
the sides) is a mess, OS-wise.

Maybe. Maybe also because they merely mean to provide basic disc burning
without any frills. Maybe also because they don't want to ruin the market
for others.

The software to make multi-session CDs is available. Buy it, if it's that
important to you.
