I use and love Netscape 7.0.2. (7.0.2 works with OS 9)
Version 7.0.2 has a pop-up killer in the preferences, under security & privacy.
(or it might be privacy & security).
Netscape 7.0.2 is freeware.
Mozilla also has a pop-up killer.
