Well, there really is no competition for them in Macs, so they can basically charge whatever they feel they can get away with; whereas in the Windows world you have many companies who make a zip version. So there is alot of competition. Probably most of the people who use Stuffit for Windows are Mac users or share files with Mac users. Just as many Mac users never purchased Stuffit Deluxe, many Windows users probably never bought any Deluxe zip program. I have found programs like Winzip kind of confusing and took awhile to get the hang of.
