It sounds like you have app running that has it's prefs set to "automatically connect" when needed. AIM is infamous for that. Since your prefs are set up for disco at 10 mins, the OS will do that, but when this other piece of s/w decides it needs a connection, it will establish one. Could be AIM, iTunes, Mail, etc. However, I have seen this happen even with no apps open, especially with dialup. Check for apps that require connectivity and let us know what you find. Then we'll move on to the next step.

Another couple of common culprits are Time server settings and Software Update.
