You ping another computer or server to determine whether you can communicate
with it.  You may also see the time it took for the signals to make the
round trip.  If you have OS X 10.3 Panther, find Ping in Network Utility.
Then enter a web URL or a computer's IP address.  I don't know about the
earlier of versions of OS X.  I'm sure there are third party tools, some
free, that you can find.  For OS 9 and earlier versions, there are freeware
and shareware tools that include the ping function.
