G3 MT Very slow

Have tested my G3 using MacBench and found that in OS9 the the 
processor works near 100%. On another HD using OXX10.2.8 the processor 
is the same speed, almost 100% If I boot up in my main drive using OSX 
10.2.8 it runs at 34%, and believe me, it is slow. I have tried 
everything to correct it but it seem to have happened when I did a 
clean install and brought over some stuff from the archived system. 
Can't find out what it is that is slowing this machine to a crawl. Does 
anyone have any idea what I can remove or install to correct this. I 
did an update using the 10.2.8 combo update also.
