booting into OS9

Ever since I switched from Jaguar to Panther I have not been able to 
boot into OS9.  I used CCC to copy a fresh install of OS9 onto a new 
partition like I did before, but none of them will boot now.  I have a 
MDD 867 DP.  Does Panther only allow classic?  WHen I startup with the 
option button pressed I get a couple of my partitions with OS9 system 
folders, but they won't boot right (gray screen with flashing disk and 
question mark).  I have three HDs with multiple systems on them.  None 
of the OS9 partitions work.
