Yes...and no. Definitive, eh?
While you can technically boot OS9 from a Zip disk (hell, you could boot OSX if you could fit inside of 100MB), the issue with the Sawtooth is that it can't boot from slave ATA devices. Which, in the defualt config, your CD is Master and the Zip is Slave. You'd have to swap the ATA cable around in the machine and change the drive jumpers in order to make it work.
