OSX.2 only lets us use the first 8 gig. On that computer.

Yes. Partition the drive so that the first partition is about 7.9 Gb in size. Follow the directions at <http://www.bombich.com/> about moving the user directories to the larger partition which leaves enough room for a lot of apps.
Also, will I just install os9 over the top of osx? My daughter needs 9 for a
