Hello Bonnie,
The G5's modem is an (inexpensive) option at the time of purchase.
The lower end units, (i.e. the non-duals for the first wave of G5s), if
purchased direct from Apple, did not have a modem at its very "base"
configuration, but, as mentioned, could be easily added for a mere $29.00.
Hopefully, this is the price of the modem if added by the owner as an
after-sale upgrade (let's hope so). We just purchased 9 G5s (1.8ghz DP) for
one of our student labs, plus a lateral unit for my office - all were
configured as "base" without modem, except for the unit in my office, where
I had to specify a modem to be added. You're correct: all the non-modem G5s
have a little plate (or knock-out panel) in the space where a modem port
would be.
Owner-installation should be easy, with the hardest part being accessibility
to the motherboard (which isn't all that hard). Once in, I'll bet
already-installed-dormant extensions will suddenly be awakened upon reboot,
letting the OS boot-up procedure sniff out the newly installed hardware.

Best regards,
Dana

P.S. My vote is for the internal modem also - be sure to specify that it's
going into a G5
