Can't help with the first q, but the 2nd: I believe you need Root
User/Access enabled.

Applications -> Utilities -> NetInfo Manager
Under one of the files menus (Security, I think) you can enable it.
You then assign it a password.
Should work with su in Terminal
If you want to Log in as root, goto 'Other...'
