In this case, I'd assume the reference is to a group in the Bay Area in
the mid-1960s, called the Merry Pranksters. That group held one or more
large events in SF called the Electric Kool-Aid Acid Test, at which the
crowd was served vats or barrels of Kool-Aid laced liberally with LSD.
Of course, they also had bands, light shows, etc--sort of a proto rave.
So, 'sipping Steve's Kool-Aid' connotes an induced state of altered
consciousness in which the participants can't differentiate reality
from hallucination.
