Messed with master slave and cable select, formatting elsewhere then dropping it in the enclosure. Never did work, so it went back to BestBuy and I bought a Maxtor, which was what I originally had in there in the first place. Worked like a charm right away.
So there are compatibility issued with drives in Oxford bridge devices. I don't know why, or which. I know that particular Western Digital didn't work in that particular enclosure, a no name I bought on ebay.
