Both OS 9 and OSX have a DVD player included, but I'm not sure it's installed by default unless your system had a DVD drive when the OS was installed. Might check for it on your install discs.

You can manually install Apple's DVD player in OS 9 by following the directions here:

Or you can use the application pacifist to extract it from OS X install disks.

Also the 2 apps VLC (at videolan.org) and mPlayer will play DVDs
