Tom, I don't see your point at all.....
You can get B&W G3's on the swap list all the time for under $200 (some under $150) that will easily run Panther and any modern browser you choose. I think you're kinda stretching it a bit! The most expensive Mac that I have is my 700 iBook that I paid $600 for over a year ago. My 450 Sawtooth was less that $450 a couple of years ago. Not to mention by B&W 400 (Panther), or my 333 iMac (Jag). So no, you don't have to spend "$1,000+" to run OS X and an up-to-date browser.
