Your original complaint was that you cannot use paypal with your antique (relatively speaking) browser. Well the solution is to upgrade, not demand that companies jump through hoops to support the creaky old apps you wish to uses. (Believe me...I know Web designers who went out on a three day bender in celebration when they were told they no longer had to support Netscape 4.x, or old versions of Explorer, and could concentrate on newer, more standards-compliant browsers.)
And I really doubt you would be spending all your time in Classic. Web browsing, e-mail, iTunes (to drag in a thread from the PCI list on the same topic) and much else would be native OS X.
What other apps do you use so regularly that you would need to upgrade? Perhaps we can suggest free alternatives or alternative sources. OS X is heir to a huge pool of Open Source software, all free for the asking,
Moreover, even if you DID end up spending most of your time in Classic; going to OS X WOULD solve the problem you originally asked about.
