Have you tried pulling everything out and puutin g it back in?  Ram, pci boards,
ROM, even the zif (that worked for me once on a Beige that woundnt boot.)  Drive
connector cables on both ends.  Everything you can pull off and put back on. 

These older machines sometimes need all the contacts refreshed.  All it takes is
one bad contact in a critical place and you could be dead in the water.
