So I inherited an a dual 450.
It seems to be running 10.3.6 stably,
including classic.

So I wanted to boot OS 9 directly,
select startup disk, reboot begets grey screen with
pointer.
insert install disk that came with computer OS 9.0.4
reboot holding C begets grey screen with pointer.
reboot holding option shows disk with mac os 9 badge,
but hangs.
reboot with holding X starts from 10.3.6 from disk
without issue.
Boots OS X install disk without issue.
This is consistent.

I have reset the Pram.
I have reset the nvram from open firmware.
I have reset the cuda switch.
I have disconnect the hard drive,
then tried to boot from OS 9 CD, to no avail.
I have not pulled the PRAM battery.

System profiler reports boot-rom 3.3.something.

If this is a firmware issue,
how do I upgrade the firmware?
