Netscrape 7.0.2 does NOT work either... OS9.2 and dialup.
It may be the dial up that is the problem...as up until about a month ago I used Netscape 7.0.2 and OX 9.2.2 and got onto paypal/ebay fine. The dial up may be timing out before it can load.

... And it's probably timing out on a stupid ad page for their credit card or other nonsense and not even getting to your actual account page. That ad page always comes up first and you have to check the "No Thanks, Take Me To My Account" tab.
A quick thought...because I am on cable I leave my paypal page open all the time but it still times out and I have to renter my password. If I go to the main page it takes a long time to load the entire page...if I hit account, overview it will say it has timed out and gives me a very tiny page to add my password and get back in - very quick and fast. If you can get it to load once or use the "overview" as your link maybe it will load faster for you?
