The 1G G3 will be faster for almost everything . I'd go with that if the costs are equal.

The G4 offers the Altivec co-processor; OS X will make use of it if it's there, as will a number of programs,(Photoshop, iTunes (for ripping), Final Cut express/Pro, iMovie, iDVD), but against a 2X faster G3, I suspect it'll be a marginal improvement if at all.

My 2 pence, go for the G4. There are some apps (Final Cut comes to mind for an example) that require a G4 minimum. Min requirements on that one, from Apple, are:

Macintosh computer with a 500MHz or faster PowerPC G4 or G5 processor (550MHz for PowerBook G4 or iBook G4, 450MHz for dual PowerPC G4 or G5) and an AGP (Accelerated Graphics Port) graphics card compatible with Quartz Extreme.

But if the Mac won't be used for anything like that, then yes, the G3 will be faster.
