A keyboard will have all the signals you need. Just wire into the power
and enter keys, add a couple of relays, and there you are! Use a wall-wart
to provide a trickle charge, a capacitor to provide the delay, and an NC
relay to "press the button." When the power goes, the capacitor discharges
into the relay and once drained allows the relay to close, "pressing" the
power key. This could be tweaked to delay opening of the relay when the
power comes back, so turning the computer back on.

A quick bit of testing reveals that (at least under OS 8.6) you can't just
press the power and enter keys at the same time, which complicates things.
Either two time-delays have to provided for or you'll need to run a
program that automatically presses the enter key when a dialogue comes
up--maybe not something you want active on a server.  =)
