Concerning bad CDs from library or anywhere else: often a simple wash
does wonders. Lukewarm water and dish detergent works well - after all,
CDs are just a bit of plastic. Many times I have had dirty, scratchy
looking CDs behave perfectly after a wash; superficial scratches don't
really matter much, since they are invisible for the laser focusing
half a millimeter below the transparent surface.
If really scratched, you need something more grating to polish them of
the plastic. I haven't tried, but would expect something as simple as
tooth paste to work well? Have often used that as polisher on other
scratched plastics
