With OS X 10.4 you can use Disk Utility to 'restore' from a working drive to another one.
Just did this on my Powerbook to copy the system from a smaller drive to a newer large one.
Carbon Copy Cloner does not work with OS X, and there's no reason to enable the root account in OS X; in fact it's a dangerous security breach.
If you ever need a root shell, just execute sudo -s, if you need to operate a gi program as root, get Pseudo, see Version tracker.
