A G4. Look at the specs. iDVD is one of those programs that depends on Altivec to do it's stuff; a G4 is a necessity.
I downloaded the Star Wars:Revelations mpeg and made a DVD with it (so I could watch it on the TV), using iDVD4, on my 1Ghz G4. IIRC, it took about 40 minutes to encode a 45 minute DVD.
