When you open a New Message, select "Format," Make Plain text. If that doesn't work because the document that you want to quote has unreconized charters, then try below.

When you open a email or any kind of document, highlight the text and then goto the main application menu (for mail it's the main MAIL menu) and select "Services" and then select "Convert" and you will see a long list to select from, like All Caps, Decode Tabs, Encode Tabs, Initial Caps Off Sentences, Initial Caps Of Words, Lowercase, Mac- to Windows-Encoding Macintosh Line Endings, Rotate13, Smart Quotes, Stright Quotes, Unix Line Ending, Windows Line Endings, and "Windows- to MAC- encoding"

The Windows- to MAC- encoding selection will convert the text that you selected from Windows to Mac.
