Thanks to all for your suggestions about Firefox, computer sleeping and
the little beach ball.
I did repair permissions, but it is still happening. I think I will
re-install as Don says.

answer was: "that is what my settings reflect." So out
of frustration, since this problem was a new trick
which my machine suddenly developed, I downloaded the
latest version and re-installed the software.
Everything seems to be happy again. I no longer get
the immediate: "connection refused" error message.
