At least on OS 9, the best way to trash programs is to use Sherlock. Just do
an "Apple f" and ask to find everything with the common word associated with
the program in question. You can send it to the trash with "Apple delete"
right in Sherlock. This way you get all the control panels and everything in
the system folder associated with the program. Or an even better way is to
put in the original CD of the program and in the install process there is
usually an option to "uninstall."

Heh...  To uninstall programs, just open up Finder, go to Applications, 
choose which program you don't want any more, drag to the Trash and 
empty it.  That's it.  Simple.  I'm sure there's other things to do 
first though, such as cleaning up files - though not sure how to do 
this, I'm sure someone else will tell you - flush WWW browser caches etc.
